Project Overview

In September 2023, A1 Abatement was contracted to perform lead-based paint removal, asbestos abatement, and historic window restoration at Building 53 of the James H. Quillen VA Medical Center in Johnson City, Tennessee.

The building contained aging window assemblies with deteriorating paint and asbestos-containing caulking that required specialized removal procedures.

Because the existing windows were considered historically significant, the goal was not simply to remove the hazardous materials. The project also required preserving the original architectural features while preparing the surfaces for restoration and repainting.

Working alongside Adamson Solutions and other contractors, A1 Abatement performed the work while the facility remained operational.

Lead Paint & Asbestos-Containing Materials

The project involved dozens of windows throughout the approximately 2,500-square-foot building.

The primary materials addressed included:

  • Deteriorating lead-based paint surrounding historic window frames.

  • Asbestos-containing exterior window caulking and sealing materials.

  • Weathered painted surfaces requiring preparation and refinishing.

Careful removal was necessary to address the hazardous materials without unnecessarily damaging the original window assemblies or surrounding masonry.

Preserving the building's historic character was an important consideration throughout the project.

Our Abatement & Restoration Process

A1 Abatement mobilized personnel and specialized equipment to Johnson City to perform the work in coordination with the VA facility and other contractors.

Our work included:

  • Establishing designated exterior work areas and protective ground coverings.

  • Implementing containment and debris-control procedures during lead paint and asbestos removal.

  • Using appropriate personal protective equipment.

  • Utilizing articulating boom lifts and other access equipment to reach elevated windows.

  • Removing deteriorated lead-based paint from affected window surfaces.

  • Performing asbestos abatement involving window caulking and related materials.

  • Preparing historic window frames for refinishing.

  • Completing painting and restoration work while preserving the existing window assemblies.

  • Coordinating daily work activities with facility operations and other contractors.

The project required careful attention to material removal, surface preparation, and the protection of surrounding architectural features.

Project Challenges & Historic Preservation

One of the primary challenges was performing hazardous material removal while preserving the original historic windows.

Many of the affected surfaces had experienced years of weathering, requiring careful removal and preparation rather than aggressive demolition.

The building's height and layout also created difficult access conditions, particularly around upper-level windows and roof-adjacent work areas.

Specialized lifting equipment was necessary to reach these locations safely.

Additionally, the work took place within an active VA medical center campus. Our team coordinated equipment movement, work zones, and daily operations with facility personnel and other contractors.

The project was subject to strict site requirements, making communication, organization, and attention to detail essential.

Despite these challenges, A1 Abatement maintained the project schedule while preserving the historical window assemblies.

Project Completion & Results

A1 Abatement successfully completed the lead paint abatement, asbestos removal, window restoration, and painting work ahead of the required deadline.

The original windows and surrounding architectural features were preserved while the affected hazardous materials were addressed.

The project demonstrated our team's ability to combine regulated hazardous material removal with detailed restoration work at an operating federal facility.

It also expanded our experience in historic building preservation and specialized exterior painting.

Through careful planning, coordination, and workmanship, A1 Abatement delivered the completed scope while meeting the project's operational and preservation requirements.
