Commercial Lead Paint & Asbestos Abatement at Nashville's NDOT Building
Nashville Department of Transportation | November 2022
Location: Nashville, Tennessee
Project Type: Commercial / Government Facility
Client: Metro Nashville Project (through contracting partners)
Services: Lead Paint Abatement, Asbestos Window Glazing & Caulking Removal, Exterior Hazardous Material Removal
Project Scope: Approximately 20,000 sq. ft. of exterior lead paint removal, an additional 4,000 sq. ft. of rooftop-level paint removal, and approximately 500 sq. ft. of asbestos-containing window materials.
Project Overview
In November 2022, A1 Abatement was contracted through our Nashville partners to perform extensive exterior lead paint and asbestos abatement work at a Nashville Department of Transportation (NDOT) facility.
The aging building had significant areas of deteriorating lead-based paint, with peeling paint and loose material falling from the exterior walls. These conditions presented potential exposure concerns for employees, contractors, and individuals using the surrounding walkways.
Our team was brought in to manage the hazardous materials while allowing the department to remain fully operational throughout the project.
The scope included lead paint removal across the building's exterior, asbestos abatement involving window glazing and caulking, and additional elevated work along rooftop areas.
Lead Paint & Asbestos-Containing Materials
The project involved two primary hazardous building materials:
Exterior Lead-Based Paint
Approximately 20,000 square feet of deteriorating exterior paint required removal and controlled handling. Much of the existing paint had weathered significantly, resulting in cracking, peeling, and loose paint chips.
An additional 4,000 square feet of paint removal was required in rooftop-level areas, presenting further access and fall-protection challenges.
Asbestos-Containing Window Glazing & Caulking
Approximately 500 square feet of asbestos-containing window glazing and caulking required abatement.
Because the windows and surrounding materials had deteriorated, our team coordinated the asbestos-related work alongside lead paint removal to help control potential exposure to both hazardous materials.
Our Abatement Process
A1 Abatement established controlled exterior work areas to manage hazardous material removal while protecting employees, nearby contractors, and surrounding pedestrian areas.
The project required careful planning and coordination, including:
Establishing exterior work zones and protective ground coverings to collect paint debris.
Implementing containment and exposure-control procedures during lead paint and asbestos abatement.
Using elevated work platforms, including articulating boom lifts and scissor lifts, to access upper sections of the building.
Coordinating temporary sidewalk and roadway restrictions around active work areas.
Managing regulated paint debris and asbestos-containing waste.
Establishing rooftop work boundaries and fall-protection measures for elevated removal activities.
Maintaining communication with facility personnel and other contractors throughout the project.
Our team worked across multiple elevations and sections of the exterior while adapting daily operations to the building's ongoing activities.
Project Challenges & Safety Coordination
One of the most demanding aspects of this project was completing extensive hazardous material removal while the Nashville Department of Transportation remained open and operational.
The building could not simply close for several weeks while abatement work took place.
Our crew coordinated equipment movement, pedestrian access, vehicle traffic, and daily work activities to minimize disruptions to NDOT employees and operations.
Working along public roadways also required traffic-control coordination, temporary access restrictions, and the safe positioning of aerial work platforms.
Additionally, the building's elevated first-floor exterior and rooftop work areas presented substantial access challenges. Specialized lifting equipment and rooftop fall-protection measures were necessary to safely reach and perform work in these locations.
Despite these challenges, our team maintained organized work zones and coordinated with the surrounding contractors and facility personnel throughout the project.
Project Completion & Results
A1 Abatement successfully completed the lead paint and asbestos abatement work ahead of schedule, despite the complex working conditions and operational restrictions.
The project met its required completion and inspection criteria.
During the work, the project's safety director also complimented our crew on the organization and cleanliness of the work areas.
The successful completion of this project helped establish lasting professional relationships in the Nashville area and led to additional work opportunities for A1 Abatement.
This project demonstrates our team's ability to handle large-scale exterior lead paint removal, asbestos-containing building materials, elevated work environments, and complex safety coordination at active commercial and government facilities.
